When did PA start sealing liquor bottles with paper tabs?

I recently came across a bottle of JW Red that was made before liquor bottle caps were sealed with the red tabs. I think these tabs were used until the mid to late 80's, and haven't been able to find out when they started using them. The bottle is clearly very old and I don't believe it was purchased anywhere out of state. Anyone have any ideas?|||No idea. But it sounds like a nice collectible.
